Gender Mainstreaming

Gender Mainstreaming – a strategy for achieving gender equality by systematically integrating a gender perspective into the design, implementation, monitoring, and evaluation of legislation, policies, programmes, institutional practices, and budgetary decisions in all areas and at all levels.

It involves assessing how planned or existing measures may affect people of different genders, identifying gender-based inequalities and structural barriers, and modifying decisions and practices to prevent discrimination and promote substantive equality.

Gender mainstreaming is not a separate policy area and does not replace measures specifically targeted at disadvantaged or underrepresented groups. Rather, it makes responsibility for gender equality an integral part of all policymaking and institutional activity.
