Policy for Building a Gender-Equal Society
Policy for building a gender-equal society – the purposeful activity of gender-oriented and gender-sensitive political institutions aimed at defining strategic political priorities and methods and identifying the political and social forces required to establish and sustain a society in which women and men have equal rights, freedoms, and opportunities to participate voluntarily, as equal partners, in all spheres of social life; enjoy equal access to political, economic, social, and cultural resources and benefits; and bear equal responsibility.
A policy for building a gender-equal society involves formulating the principal provisions of a gender-equality development strategy; developing and implementing gender-equality policies in all spheres of social life; establishing the gender principles on which such a society is based; and defining the political methods and means of achieving gender-equality goals.
A policy aimed at achieving gender equality requires changes to the established social order and to relations between women and men in order to ensure equal recognition of the different social roles they perform as parents, workers, elected officials, and in other capacities; to establish equal partnership in decisions of public importance; and to build a just society organised on the principle of parity.
Such a policy requires a clear understanding of the gender perspective, which involves overcoming gender disparities and achieving greater gender balance (Melnyk, 2004, p. 221).
